Building Permits

Please check before you build, demolish or make updates to your property. A building, plumbing, HVAC or electrical permit may be required.  AND…if you are located in the Historic District, an historic review may be required for exterior alterations, fencing etc.  Contractors are NOT required to obtain a business license from the Town of Odessa to perform work within the corporate town limits, but a copy of your State of DE license may be required.  The Town of Odessa, contracts with 1st State Inspection Agency to perform ALL building, plumbing, electrical & HVAC inspections located within the corporate limits of the Town.  Currently the Town of Odessa follows the 2018 Edition of International Building Codes, Residential Code and Mechanical Code.

Once you have completed your permit application(s), please send them to townofodessa@gmail.com or bring them to the office located at 315 Main St. Odessa, DE 19730. If you are mailing them in, please use our mailing address of P.O. Box 111, Odessa, DE 19730. The Town of Odessa must be the one who submits your permit to 1st State and as soon as we receive the approved application, we will contact you to review fees and the next steps. 

*Please note that the Town of Odessa does not accept payments by card, we are strictly cash or check only.

Our office hours are Monday, Tuesday, and Thursday, from 9am – 12pm, for in-person payments, we have a mail slot on the front door for any after hour deliveries, or you are welcome to mail payments to our P.O. Box 111, Odessa, DE 19730.
